Im wondering if anyone can help me decipher the meaning of this calligraphy?
I was told in brief description that it was comprised of words that meant "Govern/Control"
"based/rooted" "Justice".
I am not sure what to make of this other than it was described as a proverb that applies to a king being just to his people in order to control them? OR.. Treat people well and they will give you power? Am i correct in either of these understandings?
Any help is much appreciated!!!!... the more information or explanations(how to say or spell the proverb in english? if that is possible?) the better!!!
